Former Malian President Bah Ndaw is no longer under house arrest ~ #REUTERS:


The Malian authorities have lifted “all restrictive measures” imposed on former president and transitional prime minister Bah Ndaw and Moctar Ouane, ousted on May 24 by the military and since kept under house arrest according to those around them, ECOWAS announced on Friday.

The committee set up to follow the transition opened after a first military coup in August 2020 “welcomes the government’s decision to lift all restrictive measures concerning” Bah Ndaw and Moctar Ouane, the Economic Community of West African States, mediator in the Malian crisis.

The two men were arrested on May 24 in a second coup led by Colonel Assimi Goïta and the soldiers who came to power by a putsch on August 18, 2020. MM. Ndaw and Ouane had just come to an agreement on a new government dismissing figures from the junta.

The Malian government affirms Friday evening to have “favorably received the mission of good offices” of the committee of follow-up of the transition, on Twitter.

He “welcomes the successful outcome of the steps taken by the said committee (for monitoring the transition) which led to” the “lifting of the special surveillance measures which were put in place” concerning the two former leaders.

“Resolution of a difficult situation”

It “stresses the need to respect the commitments made by the actors concerned to demonstrate a spirit of responsibility, attachment to the national interest, respect for the law and to refrain from any action that could impact the smooth running of of the transition “.

The former Prime Minister of transition Moctar Ouane “was delighted to recover an essential right enshrined in our Constitution, that of coming and going”, in a press release Friday evening. He thanked the transition monitoring committee, whose action allowed “the outcome of a difficult situation”.

The sidelining of Moctar Ouane and Bah Ndaw had been officially presented as a resignation.

Assimi Goïta has since been invested in the functions of transitional president and has appointed a new Prime Minister.

Bah Ndaw and Moctar Ouane were under house arrest which did not say his name, according to those who have been in contact with them. The authorities invoked the necessities of their protection.

The two men have not yet been able to speak publicly about the events of May.

They had seized the Court of Justice of ECOWAS and the latter had given the Malian government until Saturday to justify their situation, reported their lawyer Mamadou Ismaïla Konaté.

The greatest uncertainty still reigns over the future of the country caught in the turmoil of the independence and jihadist insurgencies of 2012.

Insecurity and skepticism

Insecurity continues to spread despite the presence of French, UN and foreign forces, the social crisis persists and political progress is slow one year after the 2020 putsch.

The Support Group for Islam and Muslims (GSIM, or JNIM, affiliated with Al-Qaeda) claimed on Friday an operation that claimed the lives of 17 Malian soldiers according to a security source, and an explosive device attack improvised against a vehicle of the UN mission that preceded it on August 19 in the Douentza region (center), reported the specialized NGO SITE.

The military pledged to give way to civilians after elections scheduled for February 2022. Six months from the deadline, skepticism is growing on the respect of this commitment and voices are raised for an extension of the transition .

In this context, the placement under a committal warrant, Thursday, of a heavyweight in politics, Soumeylou Boubèye Maïga, Prime Minister from 2017 to 2019, divided opinion between those who welcomed his arrest in the name of the fight against corruption and impunity, and those who fear a maneuver to thwart the presidential ambitions which are attributed to him.
