In Mali, the Algiers Accord monitoring committee met in Kidal, a city that remains under the control of the former rebellion. The former rebel and pro-government armed groups as well as the partners say they want to advance the application of this peace agreement signed in 2015. The UN Special Representative for West Africa and the Sahel, Mohamed Ibn Chambas, called for a “participatory and transparent” April 11 presidential election in Benin. The opposition denounces a provision of the electoral law which requires each candidate to be sponsored by 16 mayors or deputies. However, it only has six elected officials. In Kenya, the prosecution of fifteen police officers, accused of lashing out on a family under the pretext of enforcing the curfew, were dropped, angering human rights defenders. The Ethiopian army killed at least 83 civilians and displaced thousands of people in the first weeks of the conflict against dissident authorities in Tigray. So says Human Rights Watch, whose report focused on three cities: Mekele, Shire and Humera.
